Child safety standards (CSAE)

This page is the publicly published child sexual abuse and exploitation (CSAE) standard for ruletka (package me.ruletka.app, website ruletka.vip). It describes how we prohibit child sexual abuse material (CSAM), prevent underage use, and respond to reports — including standards Google Play and other platforms may require for social / video-chat apps.

1. Scope and principle

Zero tolerance. Child sexual abuse material, child sexual exploitation, grooming of minors, and any sexualization of minors are strictly prohibited. That includes real, simulated, drawn, AI-generated, or deepfake content involving anyone who is, or appears to be, under 18.

ruletka is an adult-only (18+) peer-to-peer video chat and friends product. Minors are not permitted to create accounts, match, call, or message on the service.

2. Age restriction

  • Users must be at least 18 years old.
  • The client presents an age gate / rules acceptance before camera use and matching.
  • We do not knowingly allow children to use the service. If we learn that a user is under 18, we act to restrict or remove access and preserve relevant report information as needed for safety and legal compliance.

3. Prohibited conduct (CSAE / CSAM)

Users must not:

  • Share, request, stream, or store CSAM or any sexual content involving minors.
  • Solicit sexual activity from, or groom, anyone under 18 — or anyone they believe may be under 18.
  • Misrepresent age to access the service, or help a minor bypass the 18+ rule.
  • Use the service to traffic, exploit, or threaten children in any form.

These rules sit alongside our Community guidelines and Terms of service. Violation can lead to immediate block, permanent matching bans, and referral to authorities where required by law.

4. How users report child-safety concerns

In-app (preferred during a call): use Report and choose the underage / child-safety related reason when available, and/or Block the partner. Underage reports are treated as high priority (including single-report paths that can restrict matching while the report is reviewed — see Safety tools).

By email (any time): send details to support@ruletka.me with subject line Child safety report. Include approximate time, partner identifiers if known (name, friend code, short id), and what you saw. Do not attach CSAM files to email.

5. How we respond

  • Triage: child-safety and underage reports are prioritized over ordinary spam or etiquette complaints.
  • User tools: Block stops rematching that identity on the hub; Report records the reason (and optional screenshot evidence when the client can capture it).
  • Enforcement: we may ban or restrict matching, remove friend relationships, and refuse re-entry for identities tied to CSAE violations.
  • Evidence: video in stranger chat is primarily peer-to-peer and is not designed as a permanent hosted video archive. We still use report metadata, operator logs where available, and user-provided context to act. Do not distribute CSAM further when reporting.
  • Authorities: where we have actual knowledge of CSAM or a legal duty to report, we report to the appropriate regional or national authorities and/or designated reporting channels (for example NCMEC CyberTipline where applicable) and cooperate with lawful requests.

6. Design choices that support child safety

  • 18+ eligibility and in-product rules gate before live matching.
  • In-call Report and Block (mobile and web).
  • Elevated handling for underage-related report reasons (see multi-report table on Safety).
  • Optional on-device filters / blur-first stranger UX to reduce unwanted exposure (does not replace user judgment or reporting).
  • No marketplace for selling sexual content involving minors; stars and gifts are non-cash cosmetics only.

7. Operator / self-hosted hubs

If you run a third-party or federated hub, you must keep comparable 18+ gates, Block/Report, and abuse controls, and you must not weaken child safety. Official product standards for the public ruletka service are published on this page.
